Once the cat sees that the toys are safely inside the carrier, it will be easy for your pet to go inside and play with those toys. Play with your cat while it is in the carrier
You can condition your cat to associate its carrier with play or anything else pleasant. Once you get it settled, even for a short time, you can play with it which will reinforce that the carrier is a safe place.
